EU Disburses £2.3 Billion to Ukraine Amidst Ongoing Reforms

Brussels: The European Commission has disbursed £2.3 billion to Ukraine to support the country's financial stability and public administration as it continues to resist Russia's invasion. This payment marks the sixth regular disbursement under the Ukraine Facility, a crucial EU tool aimed at aiding Ukraine's recovery, reforms, and journey towards EU membership. The funds help stabilize Ukraine's state budget while facilitating essential structural reforms.

According to Cyprus News Agency, this latest tranche brings the EU's total disbursement under the Ukraine Plan to £26.8 billion since March 2024, representing nearly 70% of the funds available under the first pillar of the Ukraine Facility. The release of funds follows Ukraine's successful implementation of reforms in key areas such as public financial management, the judicial system, financial markets, decentralisation, and environmental protection. These reforms highlight the Ukraine Facility's role in driving progress even amidst wartime conditions.

Commissioner for Enlargement Marta Kos emphasized Ukraine's rapid reform achievements despite Russian aggression, stating that the Ukraine Facility plays a critical role in supporting Ukraine's European integration and addressing urgent needs like winter energy security. The EU remains committed to sustaining Ukraine's reform momentum and its European future.

Ukraine submitted a partial payment request on November 11, and on December 11, the Council endorsed the Commission's assessment that Ukraine had met eight reform indicators linked to this payment, as well as an outstanding indicator from a previous disbursement. Further details can be found in the Commission's factsheet.
