Brussels: Today, the European Commission unveiled guidance to support the implementation of the Packaging and Packaging Waste Regulation (PPWR), aiming to ensure consistent application of new packaging rules across the EU. This initiative seeks to simplify compliance for economic actors and member states, fostering a more sustainable and competitive packaging sector while reinforcing the Single Market with uniform regulations.
According to Cyprus News Agency, the average European generated 178kg of packaging waste in 2023. Without intervention, projections indicate a 19% rise in total packaging waste by 2030 compared to 2018 levels, with plastic waste potentially increasing by 46%. The packaging industry is also burdened by varied national packaging rules across member states.
The guidance document clarifies areas within the PPWR that require further interpretation and assistance. It defines when a company is considered a manufacturer or producer and identifies which items are classified as packaging under the PPWR. Additionally, the document outlines restrictions on single-use packaging, enforcement of PFAS restrictions in food contact packaging, and the application of reuse targets. It also offers guidance on extended producer responsibility and the establishment of deposit and return systems.
The accompanying Frequently Asked Questions (FAQs) address practical issues raised by stakeholders since the PPWR’s adoption last year. The Commission will update the FAQ document as needed, though the guidance and FAQs do not replace or amend the PPWR’s provisions.
The Commission plans to translate the guidance document into all EU official languages before formal adoption. It will continue to monitor and facilitate the PPWR’s implementation to ensure effective roll-out of the new rules. Several delegated and implementing acts are being prepared in cooperation with member states, stakeholders, and trading partners, addressing harmonised registration, waste sorting labelling, recycled content in plastic packaging, and recyclability criteria.
