European Commission Publishes Summary of Antitrust Regulation Consultation Responses

Brussels: Today, the European Commission unveiled a summary of the responses received from a public consultation regarding the ongoing review of Regulation 1/2003, which is the EU's procedural framework for enforcing its antitrust regulations.

According to Cyprus News Agency, the feedback indicates widespread support for revising the regulation to better adapt the Commission's investigative powers to the digital age and enhance the effectiveness of antitrust enforcement. The consultation received over 80 submissions from a diverse array of stakeholders, including businesses, legal experts, civil society organizations, academics, and public authorities.

In September 2024, the Commission released a Staff Working Document outlining the findings from an evaluation of Regulation 1/2003. This evaluation prompted the Commission to initiate a revision of the rules with the objective of expediting investigations and keeping pace with economic digitalization. The contributions from the consultation will help shape the Commission's legislative proposal for revising Regulation 1/2003, expected within a year. The public consultation, which began on 10 July 2025, involved a questionnaire and a call for evidence, with all individual contributions already made publicly available.

European Commission Approves Extension of Dutch Glasshouse Energy-Saving Scheme

Brussels: The European Commission has approved the extension and budget increase of a Dutch scheme aimed at promoting energy savings in glasshouse horticulture under EU State aid rules. the scheme, accessible to agricultural companies of all sizes, offers compensation for energy-saving investments and upgrades to existing glasshouses to enhance energy efficiency. Initially approved in 2023 and modified in 2025, the scheme was due to expire in January 2027. However, the Netherlands has notified an extension until 31 December 2030, alongside a budget increase of £248 million, raising the total budget to £380 million.

The Commission evaluated the amended scheme under EU State aid rules, particularly Article 107(3)(c) of the Treaty on the Functioning of the EU. The Commission determined that the scheme is necessary and appropriate for supporting environmental protection, including climate change mitigation and the reduction of greenhouse gas emissions. The scheme is deemed proportionate as it is limited to the minimum necessary and is expected to have a limited effect on competition and trade between Member States. The Commission has approved the amended scheme, with a non-confidential version of the decision to be made available under the number SA.120764 on the Commission's competition website once confidentiality issues are resolved.
