Tokyo: The EU and Japan convened their third Digital Partnership Council in Tokyo to reinforce their collaboration in the tech and digital sectors. Co-chaired by Henna Virkkunen, Executive Vice-President for Tech Sovereignty, Security and Democracy, and Masaaki Taira, Minister for Digital Transformation, alongside other Japanese officials, the meeting aimed to advance their shared digital objectives.
According to Cyprus News Agency, the EU and Japan emphasized the necessity of their partnership amid global geopolitical challenges. Both parties are committed to enhancing competitiveness and advocating for a values-driven approach to global digital governance. They also aim to improve economic security by fostering resilience in critical digital technologies. The council reviewed progress since their previous meeting in 2024 and discussed further cooperation in areas such as AI, 5G/6G, semiconductors, and quantum technology.
The council concluded with several key outcomes. In the semiconductor sector, both entities committed to collaborative research and enhancing supply chain resilience. They agreed to expand cooperation on beyond 5G/6G research, focusing on projects like 6G MIRAI-HARMONY. Additionally, a joint research call for quantum computing projects was launched, and both parties reiterated their commitment to safe AI, including the Hiroshima AI process.
Further, the EU and Japan are working towards interoperability in digital identities and trust services, building on a Memorandum of Cooperation. They also initiated work on a joint group to improve data sharing and digital market governance. The council highlighted the importance of secure and sustainable global connectivity through submarine cables and Arctic routes.
The next steps include a Letter of Intent on quantum technology, to be signed on 13 May, enhancing cooperation in quantum science. The fourth Digital Partnership Council is scheduled for 2026 in Brussels. The partnership aligns with the EU’s Indo-Pacific strategy, reinforcing ties with the region’s countries.
