Weighing a sizable 55.22 carats, this exceptionally important and rare Mozambique gem is the largest gem-quality ruby to ever appear at auction. Its combination of rich saturation of color, untouched by heat treatment, highly crystalline appearance and incomparable size that – with an estimate in excess of $30 million – places Estrela de FURA 55.22 as the most valuable and important ruby ever to come to market.

Zara parent sells business in Russia – RBK

Spanish clothing conglomerate Inditex has secured approval from the Russian government to sell its business in Russia, RBK news outlet reported on Wednesday citing Deputy Minister of Industry and Trade Viktor Yevtukhov. Inditex is one of the world’s largest clothing retailers, which owns brands such as Zara, Massimo Dutti, Pull & Bear, Oysho, Bershka, and Stradivarius.

According to the deputy minister, the permission for the sale was granted on March 30. The deal will see all of Inditex retail sites in Russia pass to a new owner, Fashion and More Management DMCC, “which has an office in a friendly country,” Yevtukhov noted, without providing further details. According to RBK, a company with the same name is registered in one of the UAE freezones, the Dubai Multi Commodities Centre. Earlier media reports, however, claimed that the buyer was the Lebanese Daher Group, which is considered the owner of one of the globe’s largest shopping centers, the Dubai Mall.

According to the official, the new owner will open Inditex stores under new brand names: Maag, Dub, Ecru, and Vilet.

“Collections with new tags have already been sewn and brought to Russia. All stores are ready for opening, which should take place in April-May [2023],” Yevtukhov added.

Ruble slides to one-year low against dollar, euro

The Russian ruble has fallen to its lowest exchange rate against the US dollar and euro since last April, data from the Moscow Exchange showed on Thursday.

The currency dropped to around 81 rubles to the dollar around 10:55 GMT, the weakest rate since April 11, 2022. The ruble also slid to over 88 against the euro, the lowest since April 6 last year.

The continued decline of the ruble against Western currencies stems from a simultaneous rise in imports and decline in exports, Anton Kravchenko, head of the equities department at First management company, told RBK news outlet. Lower foreign currency revenue inflows from exports have caused a deficit in the state budget, exacerbated by the outflow of the currency as companies build new supply chains to buy more products from abroad.

Finance Minister Anton Siluanov also linked the weakening ruble to the trade balance, which affects currency inflows and outflows.

“These changes are connected either with an increase in imports or a decrease in export revenues. The trend has been going both ways in recent months… Prices have now risen on our energy resources, and this is a signal that there will be more currency coming into the country; accordingly, this will lead to a strengthening of the ruble exchange rate,” he told the Rossiya-1 TV channel on Thursday.

Experts note that the ruble may also be weakening due to increased demand from banks, which are restoring their currency positions after the recent payment on Russian Eurobonds. Some also attribute the drop in the ruble’s exchange rate to a reduction in hard currency sales from the National Wealth Fund due to rising oil prices.

“We believe that the potential to test the range of 80-81 rubles against the dollar is technically possible, but… we do not rule out a dollar correction in the future,” Yegor Zhilnikov, chief economic analyst from Promsvyazbank, told the news outlet.

Overall, experts believe that a market correction is necessary for the dollar to consolidate above 80 rubles.

Earlier, Minister of Economic Development Maxim Reshetnikov explained that the optimal rate for the Russian economy is between 70 and 80 rubles per dollar. He said a stronger ruble could be a challenge for the economy, as it could make Russian exports less competitive.

Russian meat exports soar

Russia exported a record amount of meat products in 2022, Sergey Dankvert, the head of national agricultural watchdog Rosselkhoznadzor, said in a statement on Tuesday.

According to Dankvert, the volume of meat exports reached 650,000 tons last year. He added that export volumes exceeded imports by 100,000 tons.

“We can already say that Russia is a major food producer. Today we are major exporters of grain, major exporters of meat,” the official stated during a meeting with Prime Minister Mikhail Mishustin. Dankvert added that Russia is the globe’s largest grain exporter, supplying its products to 140 countries.

He also noted that Russia has improved the quality of dairy and meat products by almost 40% in the past five years, while the share of detected unsafe products has decreased significantly. In dairy products, the figure dropped from 8.5% in 2017 to 2.5% in 2022, the official stated.

In an earlier statement, Dankvert noted that Russian producers focus on countries such as Vietnam, China, and the UAE for meat exports. Meanwhile, roughly half of imported meat products are supplied to Russia from neighboring Belarus.

Russia is reportedly among the five largest producers of pork and poultry meat in the world. According to Sergey Yushin, head of the executive committee of Russia’s National Meat Association, the volume of meat production in the country had increased by 3.5% by the end of 2022. This year, production is expected to continue to grow by at least 3%.

Solutions to multiple challenges faced by Roma women urgently needed, OSCE human rights head says

Greater efforts are needed at all levels to combat the intersecting and overlapping discrimination suffered by Roma and Sinti women, compounded by long-standing social and economic exclusion, said the OSCE Office for Democratic Institutions and Human Rights (ODIHR) ahead of International Roma Day on 8 April.

“All Roma face multiple and multi-layered exclusion,” said ODIHR Director Matteo Mecacci. “But the disadvantages suffered by Roma women are immeasurably greater. That’s why we need to redouble our efforts to combat racism and discrimination and work towards societies in which Roma women’s rights are respected and they enjoy the same opportunities as all citizens.”

Roma women refugees in particular are currently at higher risk of human trafficking and exploitation, and also need greater access to protection and services.

All countries of the OSCE region have committed to ensuring that the fundamental rights of Roma women are fully protected. More needs to be done by national and local authorities, alone and in co-operation with civil society, to ensure Roma women have access to justice systems and to safeguard them against multiple and overlapping forms of discrimination and gender-based violence. Roma and Sinti women who have been subjected to coercive sterilization must be given access to redress and compensation.

Commitments made by countries across the OSCE include combating discrimination against Roma in access to housing, citizenship and residence, education, employment, and health services. Greater effort is needed to ensure their full inclusion in society, in which the human rights of all people are equally protected.

In line with the Action Plan on Improving the Situation of Roma and Sinti within the OSCE Area, it is vital that national authorities engage Roma women and include them in decisions on policy and any other measures that may affect their lives. Later this year, ODIHR will update the Office’s regular findings on the efforts by OSCE countries to improve the situation of Roma and Sinti, helping to identify challenges, good practices and lessons learned that will help move towards more inclusive societies across the OSCE region.

The cost of the Ukraine war for one Russian regiment

Kostroma is not a bad place to go looking for the effects of the Ukraine war on Russia. For this city is home to a celebrated regiment that bears its name and has been in the forefront of all the main battles in the Kremlin’s campaign against its neighbours.

The 331st Guards Parachute Regiment, often called the Kostroma Airborne Regiment, has been the subject of investigations by BBC’s Newsnight since shortly after last February’s invasion. These have revealed the price paid by the regiment and its home community. We had confirmed 39 fatalities by April last year, 62 by late July, and now the toll has reached 94.

Much of the work compiling this list has involved combing social media accounts on V’Kontakte, the Russian equivalent of Facebook, and local media reporting. We can then cross reference this with satellite and Google Street View imagery.

One video discovered on V’Kontakte showed soldiers’ graves at a cemetery north-east of Kostroma. The graves shown in the videos match the names of the soldiers we have collated.

The actual number of 331st’s dead is probably much higher. Some of the soldiers are from towns outside Kostroma, which makes tracking down information about them much more difficult. Several soldiers have been reported missing – some of these may count among the dead.

When one considers those seriously wounded or taken prisoner, it’s reasonable to assume that the Ukraine war has cost the regiment several hundred soldiers.

The loss of life has caused much comment in Kostroma, which lies about 300km (186 miles) north-east of Moscow and has a population of around a quarter of a million. One local website noted last spring that the entire Soviet-Afghan war, lasting nine years, had cost the city 56 soldiers. Heavy losses in Ukraine have given the local authorities a difficult task of political management.

Sergey Sitnikov, Kostroma’s Kremlin-appointed governor, has been in the forefront of attempts to convince people that the city’s soldiers are being properly supported. Gov Sitnikov’s visits to hospitals, barracks, and indeed to the front, have been covered on local TV.

On a visit to the front in December, Gov Sitnikov told viewers that “we need to help [the] guys so they have decent conditions”. He had brought with him crowd-funded care packages and commercially sold drones.

Gov Sitnikov is Vladimir Putin’s placeman in his home region, so he’s hardly a rebel or fearless teller of uncomfortable truths. But his willingness to visit the front and acknowledge shortcomings, even in a coded way, marks an interesting contrast with his boss.

When local TV showed mobilised paratroopers on the 331st’s parade ground six months ago, it also carried Gov Sitnikov’s rather frank remarks to them: “I’m wishing you good health, success, completion of all tasks… and that you return home alive.”

The call-up of paratroopers, part of Russia’s wider mobilisation, underlines the degree to which the Ukraine campaign has exhausted the country’s professional army, of which the 331st has been a showpiece. In footage of November’s parade, 150 conscripts were shown before their dispatch to the front.

The total size of the 331st regiment could be estimated at 1,500-1,700. When it first sent into Ukraine in February 2022, it deployed two battalion groups, giving a total of 1,000-1,200 soldiers. After taking heavy casualties in the failed attempt to reach Kyiv, the regiment was withdrawn and rebuilt in the southern Russian garrison town of Belgorod last summer.

Subsequent action has seen the regiment moving around all the major flashpoints – Izyum in the early summer, Kherson later on, and now back to Donbas. By monitoring the dates given in the death announcements on Kostroma social media, it’s possible to work out when (and often where) the unit was used to spearhead assaults, and the lulls when it was removed from the line to lick its wounds. For example, a cluster of deaths in February point to elements of the 331st being engaged in Kreminna.

Each time casualty replacements – including the conscripts shown on TV in November – are brought in to replace losses, the original cadre of soldiers gets smaller, and the overall size of the unit diminishes. It may now number no more than 300-400 at the front.

The losses, and indeed the return of badly wounded men, have resonated in the home community. A few weeks into the war, one user of V’Kontake exclaimed, “Almost every day photos of our Kostroma boys get published. It sends shivers down my spine. What’s happening? When will this end?”

Local media has been featuring commemorations of fallen Kostroma soldiers. In December, a TV station featured the unveiling of a plaque to Eduard Reunov, a paratrooper in the 331st who was killed in Ukraine. The style of this memorial and the language used in the report can be seen as an attempt to channel the Great Patriotic War (as the Russians call their 1941-45 fight against the Nazis), implying that today’s soldiers are engaged in an equally important cause.

But on social media, we’ve found more modern manifestations of remembrance, and even people seeking revenge. Soldiers are shown holding shells with messages scribbled on them from Reunov’s former classmates, and, supposedly, his family.

There’s a trend seen in a few Russian garrison towns, for wives and mothers to post pictures of themselves with an absent soldier’s uniform. One tearful mother of a dead paratrooper from the 331st remembers the Great Patriotic War, and adds, “I hope there will be stories written about our guys”.

Those questioning the sacrifice tend to get short shrift. “Ukraine isn’t my Motherland, our boys are dying for nothing,” one person recently wrote on Kostroma’s V’Kontakte page. Another swiftly countered, “That’s a stupid opinion. No point in writing that stuff here”.

It’s evident from coverage of Gov Sitnikov’s activities that the authorities are trying to mollify those who are anxious about the killed and wounded. It’s not clear how much support the war has from the wider Russian public, but the video we’ve seen suggests there’s a good deal of solidarity among military families in Kostroma.

The 331st’s decline can also be measured in loss to machinery as well as personnel – particularly airborne infantry combat vehicles, known by the Russian initials BMD – that have been used up in successive battles.

Initially, when the 331st was part of an Airborne Forces task force pushing towards Kyiv, we had difficulty identifying its vehicles in video of the fighting. A painted “V” was used to identify units from all of the various units in that task force, and an inverted triangle symbol with a “3” in the centre was also used by one other regiment apart from the 331st.

As the fighting wore on, soldiers in the 331st added a further ad hoc marking to the V on their vehicles’ sides – an exclamation mark painted next to the V. They may have done this precisely so their commanders could distinguish their armour from the other regiments’.

Consequently we were able to identify individual BMDs from the 331st being loaded up on railcars in March 2022, following their withdrawal from Ukraine. They then reappeared in Donbas during last summer’s fighting.

Open source analysts have also identified at least 25 destroyed BMDs marked in this way, by combing Ukrainian military social media accounts. As with the dead soldiers, this visible loss does not represent the total, since many other BMDs belonging to the Kostroma regiment have likely been lost outside the view of Ukrainian troops.

A report broadcast in February 2023 by the Russian network NTV shows an “armoured group” of the 331st in action in Luhansk. But it just tends to confirm the impression we’ve gleaned from other sources that the regiment survives as small detachments able to spearhead certain missions. From the call signs seen on camera this element consists of just three BMD armoured vehicles.

So, the regiment’s long war goes on. Of the war’s wider effects on the Ukrainian population you will glean little from Russian media, nor is there any frank coverage of war-crime allegations.

The 331st were accused of massacring hundreds of Ukrainian soldiers during fighting in 2014. For many Ukrainians, the latest Russian losses may seem like nothing more than the paratroopers getting their just deserts.

Meanwhile, in Kostroma’s graveyard there is plenty of evidence of the price of failure in Russia’s invasion. Buried too is the regiment’s reputation as “the best of the best”, and its dreams of easy victory.

Murder investigation launched after woman found dead in Limerick

Gardaí (Irish police) have launched a murder investigation after the body of a woman in her 20s was found in Limerick city.

The woman’s remains were discovered in an apartment block on the Dock Road at 13.30 BST on Tuesday.

Gardaí said the results of a post mortem examination were not being disclosed for operational reasons.

Officers have conducted extensive searches around the buildings on O’Curry Street near to where the woman’s body was found, Irish broadcaster RTÉ has reported.

Anyone with information or camera footage from the Dock Road and O’Curry Street areas of the city has been asked to contact police.

A total of 31 bounced cheques have been registered in the Central Information Registry (CIR) for dishonoured cheques in March, compared with 38 in February, the Central Bank of Cyprus (CBC) said on Thursday.

According to the CBC, the value of these cheques increased to pound 115,812 compared with pound 101,065 in February 2023 and pound 64,852 in February 2022.

In the first three months of 2023, a total of 92 cheques have been registered in the preliminary CIR, compared to 98 in the respective period of 2022, with the total value amounting to pound 276,694 which is significantly reduced compared with pound 308,221 in the first three months of last year.

In March, a total of 25 persons have been registered in the CIR of which 9 are legal persons, 5 natural persons and 11 persons controlling legal entities, the CBC added.

Furthermore, 19 persons have been registered in the CIR’s preliminary list of which 12 legal entities and 7 natural persons.

‘Putin has decided to become the new Stalin’: Exiled Russian dissident Vladimir Osechkin

Russian dissident Vladmir Osechkin spoke to FRANCE 24 from the French city of Biarritz, where he has been living in exile since 2015. The founder of Gulagu.net, an NGO that documents abuses in the Russian prison system, believes the Russian secret services “tried to organise his liquidation” in September 2022. Osechkin compared Russian President Vladimir Putin to a “new Stalin” at the head of a 21st-century Gulag, “pushing inmates to head to war” in Ukraine.

Speaking from Biarritz in southwestern France, Osechkin explained why he believes the Russian secret services tried to kill him last September. Gulagu.net, an NGO he founded a decade ago, revealed the “torture system” taking in place in Russian prisons, he said, and the “secret services are afraid [of facing the] International Criminal Court” were the world to find out about their human rights violations.

Asked about Ukrainian prisoners of war being held in Russia, Osechkin said that before the full-scale invasion, “we were telling the world about the systematic rape in Russian jails with videotapes to intimidate the inmates. We thought this was the worst we could ever see and reveal. But beginning [on] February 24, 2022, we have found ourselves in a more horrifying reality.” The Russian dissident claimed that a “newly formed concentration camp” now exists in over 10 Federal Penintentiary Services (FSIN) in Russia.

Osechkin said that the Wagner Group is forcing inmates to fight in the war in Ukraine, calling this “yet another inhuman scheme organised by the Putin regime”. “They have introduced practices from Stalin’s time and have executed people who do not want to fight in Ukraine,” he said. Osechkin added: “Putin has decided to become the new Stalin.”

The founder of Gulagu.net also raised the alarm about Alexei Navalny, who is currently being held in the high-security prison of Melekhovo, known as IK-6 prison, in Russia. “He is being abused (…) They are trying to break him psychologically in order to break his will. He is regularly put into the solidarity confinement cells,” said Osechkin, referring to photographs and documents provided by an insider. “We even have evidence that the Russian secret services have set up a wiretap of the office where he meets with his lawyer.”

“At any time, if Putin gives the order, the worst imaginable could happen to Alexei Navalny. Only pressure from the international press and international political leaders is saving him from that, for the time being,” Osechkin concluded.
