According to Cyprus News Agency, Costa's letter to EU leaders emphasizes the summit's focus on the geopolitical landscape and the EU's strategic fiscal planning. The gathering will commence with Ukrainian President Volodymyr Zelenskyy addressing the council via videoconference to discuss Russia's ongoing aggression against Ukraine. Subsequent discussions will shift to tensions in Iran and the broader Middle East.
Costa highlights the necessity for Europe to engage in de-escalation efforts and ensure freedom of navigation in these regions. The summit will also address the repercussions of high fossil fuel prices on citizens and businesses, exploring EU measures following the March European Council.
The possibility of invoking Article 42(7), the mutual assistance clause of the EU Treaty, is on the agenda, reflecting the Union's commitment to addressing security challenges. Discussions on the Multiannual Financial Framework (MFF) for 2028-2034 will also take place, with Costa stressing the need for aligning financial resources with EU ambitions and strategic actions.
