Survey Reveals Increased Satisfaction Among Cypriot Consumers with EEA Roaming Services

Nicosia: Consumer satisfaction with "Roaming Like at Home" mobile telecommunications services within the European Economic Area (EEA) improved in 2025, reaching 77% compared to 75% in 2024, as shown by the second consumer survey conducted by the Office of the Commissioner for Communications (OCEPR).

According to Cyprus News Agency, the survey, conducted in December 2025 by Pulse Market Research, was based on a structured questionnaire crafted by CERA's Market Observatory team. It involved 2,014 individuals who traveled to European Union countries, as well as Liechtenstein, Iceland, and Norway within the past 12 months, accumulating a total of 3,869 trips.

The survey revealed that on average, consumers made 1.9 trips over the last year, with Greece (75%), Italy (17%), Austria (12%), France (10%), and Germany (10%) being the most frequented destinations. Most respondents (83% in 2025, 81% in 2024) did not face connectivity issues upon arrival, while 16% (19% in 2024) encountered problems that were either resolved independently (11% in 2025, 13% in 2024) or required assistance from their Cypriot provider (3% in 2025, 4% in 2024). A minor fraction (2%) experienced unresolved issues and failed to connect to the local network.

In 21% of trips in 2025 (down from 24% in 2024), travelers reported slower mobile broadband speeds compared to Cyprus. Additionally, 19% (down from 25% in 2024) noticed a downgrade in network generation, such as moving from 5G in Cyprus to 4G abroad, with variations depending on the mobile device type.

A small percentage of trips involved poor line quality (8%, consistent with 2024), call drops (5% in 2025, 6% in 2024), call completion failures (6%, the same as 2024), SMS sending issues (5% in 2025, 6% in 2024), data access problems (13% in 2025, 16% in 2024), or complete service loss (4% in 2025, 5% in 2024).

When asked to compare the quality of mobile services during their trips to their local service in Cyprus, 77% (up from 75% in 2024) reported it as equivalent, 5% (6% in 2024) found it better, and 16% (18% in 2024) perceived it as worse.

OCEPR highlighted the survey's findings as an indication of improvement compared to 2024 but noted that there is still room for enhancement in service performance and reduction of connectivity issues. The office plans to continue monitoring "Roaming Like at Home" service quality and may recommend improvements to providers within its regulatory framework.
