UN report presented by Cyprus’ Permanent Representative says US should grant entry visas to all member states’ representatives

The annual Report of the Committee on Relations with the Host Country was presented to the Sixth Committee of the UN General Assembly, in the capacity of the committee’s chairman, by the Permanent Representative of Cyprus to the United Nations, Ambassador Andreas Hadjichrysanthou.

During the reporting period, the Committee held four meetings and discussed issues important to the UN Membership regarding the implementation of the UN Headquarters Agreement as well as the Convention on the Privileges and Immunities of the United Nations.

In the Recommendations and Conclusions set out in Chapter IV of the Report, the Committee, inter alia, reiterates its expectation that the host country will ensure the issuance of entry visas to all representatives of Member States and members of the Secretariat in line with the Headquarters Agreement.

“As in the previous year, we have witnessed intense discussions on several items of great importance to the affected Member States related to the implementation of the Headquarters Agreement, in particular with respect to entry visas” the report says.

The Committee, it goes on, has continued to grapple with the differing views as to whether progress has been made by the host country in the context of the recommendations and conclusions that the Committee adopted last year, which were endorsed by the General Assembly, and in particular whether “certain issues raised in the report of the Committee remained unresolved following a reasonable and finite period of time.”

The Committee “reiterates its recommendation to the Secretary-General to now give most serious consideration and take any appropriate steps under section 21 of the Headquarters Agreement and to enhance efforts to resolve the issues”.

I believe that the recommendations and conclusions of this year’s Report, on which the members have reached consensus through intense but constructive negotiations, accurately reflect this situation” Hadjichrysanthou said. He also reiterated his personal commitment to help address all outstanding issues in a spirit of compromise and in full regard for the interests of the Organization.

The Committee on Relations with the Host Country is an important forum in which representatives of member states seek to resolve different problems arising in connection with the implementation of the 1947 Agreement between the United Nations and the United States of America regarding the Headquarters of the United Nations, through a frank and constructive exchange of views and cooperation of all concerned.

Since its establishment in 1971, the Committee remains an open, transparent, and flexible body where any interested delegation can participate in it as an observer. Moreover, the Committee is the only body in the UN system which is mandated to consider matters in relation to the host country and then report thereon to the General Assembly and make recommendations.

EU sanctions regime over unauthorised Turkish drilling in Cypriot EEZ renewed for a year by the Council

The Council of the European Union has adopted a decision extending the regime for restrictive measures in response to Türkiye’s unauthorised drilling activities in the Eastern Mediterranean for a further year, until 12 November 2023.

With this decision, the EU maintains its ability to impose targeted restrictive measures on persons or entities responsible for or involved in unauthorised drilling activities of hydrocarbons in the Eastern Mediterranean.

The sanctions consist of a travel ban to the EU and an asset freeze for persons, and an asset freeze for entities. In addition, EU persons and entities are forbidden from making funds available to those listed.

Currently two individuals are subject to sanctions under this particular regime, as noted in an announcement by the Council.

The decision will enter into force on the day following its publication in the Official Journal of the European Union.

The sanctions regime against unauthorised drilling activities in the Eastern Mediterranean is a direct follow-up to the Council conclusions of 14 October 2019, which were endorsed by the European Council on 17-18 October 2019.

In these conclusions the EU reaffirmed its full solidarity with Cyprus regarding respect for its sovereignty and sovereign rights in accordance with international law, and invited the Commission and the European External Action Service to submit proposals for a framework for restrictive measures.

The decision is kept under constant review and is renewed or amended, as appropriate, if the Council deems that its objectives have not been met.

Only by acting collectively can we avoid the worst consequences of climate change in our region, says Minister Kadis

The message of the Eastern Mediterranean and Middle East (EMME) Climate Change Initiative is that only by acting collectively, decisively and based on sound scientific knowledge can we avoid the worst consequences of climate change in our region, said Tuesday Costas Kadis, Minister of Agriculture, Rural Development and Environment, during a presentation at an event organized by Cyprus Republic on the sidelines of the COP27 in Sharm El Sheik, Egypt.

Kadis said that the latest scientific predictions are dire and suggest that the region is heating up twice as fast as the rest of the planet and under a “Business as Usual Scenario” the region “may have reached temperatures 5 degrees higher than those at the beginning of the century.”

The Minister said that all EMME countries expressed their willingness to comply with the Paris Agreement however EMME region is lacking a detailed environmental observations and modeling, an adequate mitigation and especially adaptation strategies and coordinated policy actions, sharing of good practices and common projects.

He said that the international Conference on “Climate Change in the Mediterranean and the Middle East”, which took place in Cyprus, in May 2018 was the physical Basis of the regional climate change and suggested that we should act on the sectors of education and outreach. It also touched on the issues of energy, migration, built Environment, tourism and health, water Resources, the Green Economy and Innovation, agriculture and Food Chain, cultural Heritage and Marine Environment/Resources.

Kadis went on to say that the EM?E – Climate Action Plan is ready to come into force and that following three years of intense preparatory work a solid scientific understanding of the nature of the evolving climate crisis has been achieved and actions to mitigate the climate change and ameliorate its impacts have been identified which, he added, form the basis of the Regional Action Plan.

“Today, the leaders of the EMME countries will express their willingness to utilise the outcomes achieved so far”, he noted.

Costas Papanicolas, Advisor to the President of the Republic of Cyprus and Special Envoy on Climate Change said in his presentation that the alarming results for our region are based on the best science currently available and the effects will have world – wide repercussions e.g mass migration.

Papanicolas said that the EMME-CCI Initiative is about understanding and mapping the risks in every sector of the economy and social activity and primarily about planning and implementing measures to ameliorate them.

“It is about concerted actions of the countries of the region to engage in transboundary actions/projects which are necessary to achieve this goal”, he added.

Professor Papanicolas also said that the formidable scientific effort of the previous three years allows to assess the situation in each thematic sector, identify gaps in understanding, research and policy needs and to propose technologically mature and affordable solutions for addressing the impacts of climate change in different sectors.

He said that the EMEE – Climate Action Plan is ready to move into implementation and provides technologically mature and affordable solutions for addressing the impacts of climate change in different sectors.

He also said that the indicative priority areas for the action plan includes detailed modeling of impacts, observation data acquisition and sharing, clean energy at affordable competitive prices. He spoke of the threat to coastal systems due to sea level rise, the city emission reductions, the forest fires prevention and protection, the need for job creation strategy for Green development, solar heat industrial processing, renewable Energy driven Desalination and minimization of Climate Change induced diseases.

Professor Papanicolas also noted that we must have the most detailed and precise modeling, “otherwise planning will be imprecise, possibly wasteful and ineffective.”

He added that measurements, Calibration and Verification of causes (Green House Gas Emissions) are necessary for precise modelling and for gauging the effectiveness of policies and measures. As he noted, current state-of-the-art models do not resolve the urban environment and as a result, temperature projections are underestimated.

He concluded by saying that the Declaration is a major milestone, “possibly of historic significance, however the most challenging, by far, difficulty lies ahead which is the implementation”.

Cyprus Minister for Tourism announces plans to break through the US market

Tourism Deputy Minister Savvas Perdios has revealed plans for “opening up” the US tourism market, with a visit to New York and Washington DC penned in for January.

Speaking to the Cyprus News Agency while attending the World Travel Market (WTM) in London’s Excel on Tuesday morning, Perdios noted that 2022 has been “a very good year” with regard to arrivals to Cyprus from its main pool market, the United Kingdom.

According to the Minister, Cyprus has received about 90% of the number of visitors from the UK in 2019, which was a record year for Cypriot tourism.

Building on these encouraging results, Perdios spoke of positive signs for 2023 as well.

“As far as 2023 is concerned, we certainly expect it to be an equally tough year, since we see the geopolitical instability continuing as well as the high inflation. However, I must say that it seems there is not any concern from the UK market for 2023 and we take this to be a positive sign,” the Minister said.

On that point he referred to the newly announced cooperation with Jordan, with which Cyprus will start offering shared travel packages to both countries for international visitors.

“We are aiming for long-haul markets, as is especially the USA. I am in a position to announce that this January the Tourism Ministry will for the first time go to the USA in order to make those first steps, on the ground,” he noted.

He added that “we will host events both in New York and in Washington, we will meet with airlines and from there on things will move towards opening up the US market.”

Perdios also made a particular reference to the fully renovated Cyprus stands at the World Travel Market, declaring his “pride” over the result of three years of hard work.

“We project the authenticity of our island, the importance we now attribute to wine gastronomy, the nature tourism, our villages,” he said, noting that “as we speak we are hosting a traditional Cypriot breakfast with goods from local producers and we have invited a lot of people to come and see us.”

“There is a feeling of excitement, as our stand is very fresh and very different in comparison to other stands in the WTM; and this is important because we get attention,” said the Minister.

Since the opening of the World Travel Market on Monday Minister Perdios has been holding meetings with large and smaller tour operators, discussing packages for the coming year.

ANA-MPA and CNA renew strategic agreement at special ceremony in Athens

Cyprus News Agency (CNA) and Athens Macedonian News Agency (ANA-MPA) renewed their strategic partnership on Tuesday at a special ceremony in Athens.

With the signing of the agreement by the President of ANA-MPA, Emilios Perdikaris, and Chairman of the Board of Directors of the CNA, Iosif Iosif, the renewal of the cooperation between the two agencies on issues of content and know-how exchange was made official.

According to the two heads of the agencies, the aim of the renewal of cooperation is to coordinate using new technological media, which offer enhanced possibilities in the production of information, as well as to ensure a valid and timely cooperation in order to enable ANA-MPA and CNA to serve even better the goal of informing the Greek and Cypriot society.

In his statements after the agreement was signed, Iosif noted that the renewal of the agreement was also prompted by the evolution of the media.

“I am particularly happy because after consultation with the ANA-MPA President, we have reached a renewed strategic agreement, which allows the two agencies to offer more information, richer content and synchronise the various methods in order to meet their work to the societies of Cyprus and Greece,” he said.

“We live in a technological era and a new agreement would be needed so that all new media and ways of information are covered. With this agreement I believe that we will achieve our goals by giving more direct and better information to the public,” Iosif noted.

In his statements, Perdikaris stressed that the relationship between the two agencies is long standing and traditional and the agreements are not needed to seal it, but today’s renewal sets a new framework for cooperation, more organised and modernised.

“The relationship between the two agencies is traditional. It does not need agreements to seal it but it is good to renew this mutual trust from time to time,” he noted.

This, he added, “is what we have done today with the agreement we have signed and we look forward to strengthening our cooperation in a new context, shaped mainly by new media and the effort to upgrade journalistic content through technology.”

“The technological upgrading of the two agencies, moreover, is a common intention of both agenciesm” Perdikaris concluded.

“Through the guidance of my Minister of Agriculture and Environment, Costas Kadis, and of my advisor and Special Envoy on Climate Change, Dr. Costas Papanicolas, we joined forces and through the work of renowned scientists, to whom we are immensely thankful, we delivered a regional climate action plan,” he noted.

Moreover, he said that today’s Summit and Declaration mark the common effort to turn the plan into concrete policies and projects.

“As leaders of our countries we are obliged to guide and lead our peoples into progress through difficult paths and challenging times,” he added, noting that “today’s Summit and the Sharm el-Sheikh Declaration of the Eastern Mediterranean and Middle East Climate Change Initiative, are such an act of leadership.”

“At the same time, we are called to listen to our scientists and our youth and the most vulnerable. And today’s Summit and Declaration are also the result of listening and responding to the call for responsible actions towards this existential danger. In parallel, as national leaders we also each have a particular responsibility towards our nations and societies. At the same time, in an interconnected world and region, we have a collective responsibility, especially when dealing with global challenges that transcend boundaries,” the President said.
