President Satisfied with GRECO Compliance, Says Is Higher Than European Average

Nicosia: President Nikos Christodoulides has expressed satisfaction with the GRECO Committee’s Compliance Report on Cyprus, and assured that the Government remains committed to transparency, integrity, and citizens’ trust in the institutions.

According to Cyprus News Agency, in a written statement following the publication of the follow-up report by the Council of Europe’s Group of States against Corruption (GRECO), the President underlined that the overall rate of full and partial compliance of Cyprus exceeds 85%, significantly higher than the European overall average.

“I express my satisfaction with the GRECO Committee’s Compliance Report, which was adopted during the Committee’s 100th Plenary Session and made public today, 16 September 2025. The Report assesses the progress made by our country in implementing the recommendations of the fifth evaluation round, which concerns the prevention of corruption and the strengthening of integrity, both in the central government and in law enforcement bodies,” he says.

Cyprus, the President notes, from the very first Compliance, has achieved full implementation of 6 of the 22 recommendations, while it has already partially implemented 13.

The total rate of full and partial compliance exceeds 85%, significantly higher than the overall European average, based on the published reports of other Member States at the same stage, he underlines.

“Undoubtedly, this is a development that demonstrates the systematic and methodical approach followed by our Government,” he stresses.

Regarding the central government, President Christodoulides continues, GRECO records ‘significant progress in several key areas’. This progress, he states, is directly linked to a series of reforms promoted since 2023, including, among others, the strengthening of the Independent Authority Against Corruption, the institutionalization of Codes of Conduct for members of the Government and their advisors, the implementation of a stricter financial disclosure regime, the adoption of a practical guide for lobbying, the development of a Code of Practice for the better implementation of the Law on Access to Information, the operation of the electronic public consultation platform, as well as the introduction of integrity control mechanisms when appointing officials.

GRECO’s positive evaluation reinforces the findings of the recent Rule of Law Report of the European Commission, the President says.

Although, he points out, these are separate processes, both reports have the same conclusion, that Cyprus is steadily enhancing transparency, strengthening institutions and consolidating good governance.

The Government, he continues, sees both reports, “not only as a recognition of our efforts to date, but also as a guide for the continuation of reforms. Within this framework, the full implementation of all recommendations remains a top priority, while some of them are already on track for implementation.”

He recalls that for this purpose, a Monitoring Committee has been established under the supervision of the Deputy Minister to the President, which, in collaboration with all the competent bodies, contributes to the effective implementation of the recommendations. This, he adds, has been welcomed by GRECO.

In his written statement, President Christodoulides underlines that with steady steps, Cyprus is regaining its credibility at the international level.

“Preventing and combating corruption is not a momentary choice, it is a permanent, collective obligation of institutions and citizens. No one is above the reputation and image of our homeland. Our Government remains committed to transparency, integrity and the trust of citizens in the institutions that constitute the cornerstone of our Democracy,” he concludes.
