Brussels: The European agenda for cities, the mid-term review of the 2021-2027 Cohesion Policy, and support for the EU's eastern regions were central to the discussions at the General Affairs Council meeting of the European Union in Brussels. Makis Keravnos, the Finance Minister of Cyprus and presiding officer of the meeting, underscored that "access to opportunities for all regions remains our core objective."
According to Cyprus News Agency, Keravnos emphasized the critical role cities play in delivering on the European Union's priorities, including competitiveness, innovation, and sustainable development. He highlighted that cities are essential in achieving social, economic, and territorial cohesion, particularly as they face multiple challenges.
Keravnos pointed out the significant contribution of the Cohesion Policy, which has allocated over £24 billion to sustainable urban development for the 2021-2027 period. He stressed the importance of maintaining long-term support for cities to build on current achievements.
Regarding the mid-term review of Cohesion Policy, Keravnos stated that the aim was to leverage experience from the review to inform the next programming period. Discussions among Ministers focused on designing incentives and flexibility mechanisms under the next Multiannual Financial Framework (MFF) to align cohesion policy more closely with the Union's strategic priorities.
The discussion also highlighted the importance of administrative capacity, simplification, and flexibility, with Keravnos reiterating that access to opportunities for all regions remains the core objective. Addressing concerns from the European Parliament about future changes to Cohesion Policy, he noted that while concerns are expected, answers have been provided, and there is convergence on the objectives.
On behalf of the European Commission, Executive Vice-President for Cohesion Policy, Rafaelle Fitto, confirmed alignment between the Council and the Commission on key priorities and policies. He pointed out that about 75% of Europeans live in cities, facing challenges such as affordable housing and safety. Fitto emphasized the need for simplification, clarity, and better coordination at the European level.
Fitto also remarked that the mid-term review of the Cohesion Policy represents significant progress, allowing member states to adapt programs and redirect resources to new priorities. He expressed appreciation for the swift responses from member states.
Finally, Fitto addressed the importance of the Union's eastern border regions in light of Russia's war against Ukraine, announcing the development of special financial instruments in cooperation with the European Investment Bank (EIB).
