Panayiotou Presents Cyprus’ Circular Economy Initiatives at Luxembourg Council

Luxembourg: A series of Cyprus’ initiatives on the circular economy are presented at the Environmental Council in Luxembourg by the Minister of Agriculture, Rural Development and Environment, Maria Panayiotou. Panayiotou emphasized the importance of discussing water, circular economy, and climate action to build a fair, resilient, and future-ready Europe.

According to Cyprus News Agency, Panayiotou detailed the certification schemes on circular plastics, zero waste guidelines for buildings and events, and certification for carbon sequestration by trees. She highlighted the significance of these initiatives in the context of the council’s agenda, which includes discussions on water resilience and climate action.

On the agenda, the United Nations Climate Change Conference (COP30) and the European Council conclusions of October 23, 2025, were key topics. Panayiotou affirmed Cyprus’ support for an ambitious and fair EU position. She also expressed satisfaction with the adoption of several priorities suggested by Cyprus in the European Water Resilience Strategy.

Specifically, Cyprus advocated for the recognition of small island states’ specificities and sustainable desalination and water reuse support. Panayiotou stressed the need for adequate financing to transform the strategy into tangible outcomes across Europe.

The 27 Ministers are set to adopt council conclusions determining the EU’s negotiating position for COP30 in Bel©m, Brazil, from November 10 to 21. Discussions will focus on enhancing global climate action, updating Nationally Determined Contributions (NDCs), and urging major emitters to submit their NDCs promptly.

The council conclusions will also address the gap between emissions and action, proposing clear steps for implementing the Paris Agreement. Consensus on global adaptation indicators to monitor climate resilience progress is another goal.

Additionally, discussions will cover the European Ocean Pact, aimed at strengthening the EU’s ocean policy. This initiative focuses on marine restoration, blue economy development, coastal community support, and maritime security.
