At Our Ocean Conference, Global Fishing Watch welcomes international partnerships to enhance ocean management

Key collaborations will bolster fisheries governance through greater transparency, data-sharing and policy reform

ATHENS, Greece, April 17, 2024 (GLOBE NEWSWIRE) — Global Fishing Watch, an international nonprofit organization dedicated to advancing ocean governance through transparency of human activity at sea, has announced three pioneering collaborations with Greece, Panama and the West African Sub-Regional Fisheries Commission (SRFC) in a bid to harness technology and data-driven solutions for enhanced transparency, improved fisheries management and greater ocean sustainability.

The partnerships, unveiled at the 9th Our Ocean Conference held in Athens, Greece, will leverage open data to combat illegal, unreported and unregulated (IUU) fishing, promote sustainable fisheries management and enable marine protection through deepened engagement with governmental bodies spanning three continents. In addition, they will provide Global Fishing Watch the opportunity to highlight transparency as a critical marine management tool and advance policy reforms regarding the adoption of vessel tracking methods like automatic identification systems (AIS) and vessel monitoring systems (VMS), as well as regional data sharing practices.

Today’s announcements mark a milestone in our collaborative efforts to mobilize open data and technology in the fight against illegal fishing and toward improved global fisheries management,” said Tony Long, chief executive officer of Global Fishing Watch. “More importantly, our expanding network of partnerships shows that governments and multilateral institutions are increasingly recognizing the role Global Fishing Watch can play in achieving better and more transparent ocean governance.”

Collaborative partnerships, political will and open data can drive tangible impact and help deliver lasting results for a sustainable ocean future for all,” Mr. Long added.

Leveraging Technology for Ocean Action

Presented at an official conference side event co-hosted by Greece, the Athanasios C. Laskaridis Charitable Foundation and Global Fishing Watch, the partnership with Greece commits authorities to utilizing Global Fishing Watch’s platform, which provides visualizations and analysis of fishing activity, for critical support in bolstering the country’s marine protection efforts.

Greece commits to establishing a scientific monitoring and surveillance system for all its marine protected areas that will be supported with advanced monitoring techniques and digital tools, such as remote sensing and automatic communication with sea vessels,” Dr. Petros Varelidis, Secretary-General for Natural Environment and Waters of the Hellenic Ministry of Environment and Energy, confirmed. “The support of Global Fishing Watch and the Athanasios C. Laskaridis Charitable Foundation will enable us to monitor fishing activity in near real-time.”

A ‘significant step forward’ against IUU fishing

The Our Ocean Conference also welcomed a new partnership between Global Fishing Watch and the seven West African SRFC Member States comprising Cabo Verde, Gambia, Guinea, Guinea- Bissau, Mauritania, Senegal and Sierra Leone. Through the new three-year agreement with SRFC, Global Fishing Watch will support Member States with analysis and generated insights to inform targeted monitoring, control and surveillance (MCS) actions, bolstering countries’ abilities to manage activity in their waters and safeguard livelihoods and regional economic and environmental ecosystems.

The 5,500 kilometer coastline of West Africa is home to some of the most diverse fisheries in the world and maritime activity plays a key role across the region. Indeed, fisheries and aquaculture directly contribute US$24 billion to the African economy, with the demand for fish expected to increase by 30 percent by 2030. Inadequate monitoring and enforcement, however, have led to rampant IUU fishing, with nearly 40 percent of fish caught illegally, resulting in substantial economic losses and environmental degradation.

The collaboration with Global Fishing Watch represents a significant step forward in the fight against illegal fishing in West Africa,” said Dr. Khallahi Brahim, Permanent Secretary of the Sub-Regional Fisheries Commission. “By joining forces, Global Fishing Watch and the SRFC can help transform fisheries governance, protect marine resources and secure the livelihoods of millions of people dependent on the fishing industry.”

The new partnership will work to ensure that SRFC Member States are fully equipped for better cooperation, monitoring and compliance, and also help establish cross-cutting initiatives with key stakeholders in ocean governance. The collaboration will pave the way for policy reforms and seek to establish AIS usage and data sharing as central pillars of SRFC Member States’ governance practices. It will also support government agencies in developing and retaining capacity to harness data and technology to strengthen management, including MCS, enforcement and marine protection.

Charting a new era of ocean governance

Global Fishing Watch’s activity on the margins of the Our Ocean Conference also saw the renewal of an ongoing collaboration with the Government of Panama, first launched in 2019, aimed at building an improved, collaborative framework for data-sharing and policy development.

The updated agreement reflects a deepened relationship between the two parties and a growing commitment to fisheries transparency. Supplementing the VMS data of its vast international fleet, which has been visible on the Global Fishing Watch map since October 2019, Panama will now share vessel data from its list of international licenses, including fishing licenses, areas of operation and information related to fishing support vessels. Over the next five years, Global Fishing Watch will also provide technical and data-driven assessments for the Aquatic Resources Authority of Panama to help inform national policies and regulations related to fisheries management.

We are pleased to announce the renewal of the memorandum of understanding with Global Fishing Watch in our tireless fight against illegal, unreported and unregulated fishing,” said Hamed Tuñón, General Administrator, Aquatic Resources Authority of Panama. “Our strengthened alliance reflects the continued commitment of both parties to protecting our oceans and preserving their biodiversity. Together, we will continue to use innovative technology and collaborative strategies to ensure the sustainability of our valuable marine resources.”

Now, more than ever, the global community must rally behind landmark initiatives to protect our ocean, combat harmful practices, and achieve ambitious conservation targets such as safeguarding at least 30 percent of the ocean by 2030,” Mr. Long concluded.Achieving these critical commitments will be virtually impossible without Global Fishing Watch’s innovative ocean monitoring technology and expertise.”

US to impose new sanctions on Iran

The US will soon impose new sanctions on Iran following Terhran’s recent retaliatory attack on Israel, National Security Advisor Jake Sullivan said Tuesday.

“In the coming days, the United States will impose new sanctions targeting Iran, including its missile and drone program as well as new sanctions against entities supporting the Islamic Revolutionary Guard Corps (IRGC) and Iran’s Defense Ministry,” Sullivan said in a statement.

“We anticipate that our allies and partners will soon be following with their own sanctions,” Sullivan said.

Several killed in Israeli airstrike on Gaza refugee camp

At least 10 Palestinians were killed when Israeli warplanes struck a group of children at a re

Fighter jets targeted an area where children had gathered in the Maghazi refugee camp, eyewitnesses said.

‘Most of the victims were children who were playing with toys,’ an eyewitness told Anadolu.

UN to make $2.8 billion flash appeal for Gaza, West Bank

The UN announced Tuesday it will launch a $2.8 billion global appeal for the Gaza Strip and occupied West Bank.

Saying that 2 million survivors in Gaza are struggling for life every day, the head of the UN’s Office for the Coordination of Humanitarian Affairs in the occupied Palestinian territory, Andrea De Domenico, told reporters virtually that despite the efforts, the “reality is that there is very little that we can bring inside Gaza to tackle displacement and deal with famine.”

p relief supplier: Erdogan

Trkiye maintains its role as a leading provider of humanitarian aid to Gaza, the country’s president said Tuesday, pointing to the dispatch of its ninth vessel carrying 3,774 tons of relief materials to the Palestinian enclave.

Speaking after a Cabinet meeting in the capital Ankara, Recep Tayyip Erdogan emphasized that Trkiye had been allowing no exports to Israel that could be used for military purposes long before the current military offensive on Gaza began in October last year.

Trkiye, other countries don’t want 3rd parties to bring their conflicts into region: Turkish foreign minister

ISTANBUL: Trkiye and its neighbors do not want outside countries to bring their own conflicts into the region, the Turkish foreign minister said Wednesday.

“We, as countries of the region, don’t want third parties to bring their own conflicts to this geography,” Foreign Minister Hakan Fidan said during a press conference alongside his Qatari counterpart Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani.

“We have been reiterating that Israel’s moves would cause a regional war. Last week showed such a risk is still here to stay,” he said, referring to an Iranian drone and missile attack against Israel which stoked fears of a regional conflict.

“It is obvious that Israeli Prime Minister Benjamin Netanyahu is trying to drag the region into a war to ensure his grasp on power,” Fidan said.

The top Turkish diplomat said Trkiye is “striving to realize a two-state solution” for Israelis and Palestinians and is conducting diplomacy to achieve it.

“We will continue to support the establishment of an independent a
nd sovereign Palestinian state with its capital in East Jerusalem, based on the 1967 borders,” he added.

Hamas to abolish armed wing once Palestinian state formed

Fidan said he also held talks with the chairman of Hamas’s political bureau, Ismail Haniyeh, who is based in Qatar.

“Hamas officials told me that they recognize the Palestinian state based on the 1967 borders and they will abolish the armed wing and continue as a political party when a Palestinian state is established,” he said.

He also criticized “Israeli propaganda” for portraying Hamas as a terrorist organization “like Daesh, rather than a national resistance movement.’

According to Fidan, this portrayal of Hamas finds favor with “some actors in the West and international public opinion.”

He called on countries “with influence over Israel,” particularly the US, to unite and urge Israel to stop its actions.

Fidan also addressed ongoing discussions with his Qatari counterpart about further collaborative efforts to address the plight of the P
alestinian people.

Sheikh Mohammed said Qatar has been conducting diplomacy for the Gaza Strip, which has been suffering from Israeli attacks since Oct. 7 last year, when Hamas killed around 1,200 Israelis during a cross-border incursion. The subsequent Israeli attacks have so far killed around 34,000 Palestinians.

“Trkiye’s role in solving the crisis is crucial,” he added.

‘There is a very intensive coordination between Qatar and Trkiye’ on Palestinian issue

Fidan noted that there is a very intensive coordination mechanism between Trkiye and Qatar, especially regarding the crisis over the Palestinian issue.

He also said that these negotiations were held both at the political level and between other institutions and that negotiations are continuing at the level of leaders.

He pointed out that Trkiye and Qatar in particular are in constant coordination both through the Contact Group established within the Organization of Islamic Cooperation (OIC) and bilateral meetings.

“Trkiye and Qatar are two of the
rare countries that have a healthy relationship with Hamas. Therefore, we are working with all our might to do whatever we can, especially in the cease-fire negotiations that are currently being conducted. In particular, we have regular consultations on what kind of support we can give to the efforts made by our Qatari brothers with our Egyptian brothers.”

Fidan said that representatives of Western and other world public opinion in particular contacted Trkiye most of the time.

“We are asked for our opinions on certain issues and we are asked to intervene on certain issues. I don’t want to go into the details of these. While doing these things, we are in constant coordination with our Qatari brothers. In particular, they play an important role in the implementation of agreements related to the cease-fire, how can we support this role, how can we contribute differently. This is our goal at the moment.”

Fidan also pointed out that there is also serious coordination between Trkiye and Qatar on humanitarian aid
and said that they exchanged strategic views.

He also said they are working hard, especially on creating a common strategy and opinion between the two countries and with other countries that are friendly to Trkiye and that they are constantly working on how they can communicate these decrees to other interested parties, world public opinion, and other political actors, especially the United Nations.

“The coordination between us is very intense and continuous,” he added.

Trkiye-Qatar relations

Fidan also stressed that relations between Trkiye and Qatar and the ties of friendship and brotherhood between the two countries have reached an exceptional level in the last 10 years.

He also pointed out that the strong will expressed by Turkish President Recep Tayyip Erdogan and Qatari Emir Sheikh Tamim bin Hamad Al Thani is the basis of this cooperation.

Recalling that the ninth meeting of the Supreme Strategic Committee was held in Doha under the chairmanship of the leaders of the two countries, Fidan added tha
t the next meeting will be held in Trkiye later this year.

He also noted that there was an opportunity to comprehensively discuss the economic and trade cooperation between the two countries during today’s talks, saying that they believe they can achieve their short- and medium-term trade volume targets of $5 billion.

Noting that they discussed investments and opportunities to further deepen existing cooperation in areas such as tourism and energy, Fidan said the Trkiye-Qatar Trade and Economic Partnership Agreement was approved by the Turkish Parliament in February.

He pointed out that this agreement will create an important momentum in achieving the goals in economic and trade relations, adding the decision to restart negotiations on a Free Trade Agreement between the Gulf Cooperation Council (GCC) and Trkiye will contribute to trade with Qatar.

Fidan stated that they will continue to work with Qatar and other member states to strengthen institutional relations with the GCC and added that they also disc
ussed cooperation in the field of military and defense industry during the talks.

He also said they had the opportunity to evaluate the activities of the Turkish-Qatari Joint Force Command located in Doha.
