Nicosia: A Memorandum of Understanding which formalizes the Conference of the Parliaments of Small European States was signed by the President of the House of Representatives, Annita Demetriou, along with her counterparts in Andorra. This event took place during the 19th Conference of Speakers of the Parliaments of the Small States of Europe, attended by Speakers and Deputy Speakers from Andorra, Iceland, Liechtenstein, Luxembourg, Malta, Montenegro, Monaco, and San Marino.
According to Cyprus News Agency, the first session of the Conference highlighted the role of parliamentary diplomacy in the current European and international context. In her address, Demetriou stressed that in an environment marked by instability, conflicts, and challenges to cooperation and democratic institutions, adherence to international law and dialogue is essential for small states. These principles are crucial for their sovereignty and security.
Demetriou underscored the importance of parliamentary diplomacy in building trust and communication channels, particularly on issues not addressed by traditional diplomacy. She noted that such diplomacy strengthens the voice of small state parliaments in European and international forums, helping them overcome challenges posed by limited resources.
The House President also mentioned that the House of Representatives' role during the Cypriot Presidency of the Council of the European Union exemplified a small parliament's successful contribution within a multilateral framework.
The second session discussed the balance of power between the executive and the legislature in democratic systems. Demetriou remarked that smooth relations between these branches are vital for effective democracy. She stressed the need for institutional balance to protect democracy, ensure accountability, and maintain public confidence in institutions.
She emphasized that cooperation and accountability reinforce each other and are essential for a healthy democracy. Parliaments, through their role, should aim to enhance transparency, effectiveness, and resilience of institutions, which must stay connected to the public.
As part of the Conference, a Memorandum of Understanding establishing the Conference of the Parliaments of Small European States was signed. This development was hailed by the House President as significant for strengthening cooperation among small European states' parliaments, promoting shared principles and values, and ensuring peace, stability, and security.
Demetriou concluded by stating that the established cooperation provides a framework for addressing challenges specific to small state parliaments and developing more effective actions in parliamentary diplomacy, which is increasingly urgent in challenging international times.
