Brussels: The European Commission, in collaboration with the European Investment Fund (EIF), has announced an investment of £30 million into Sienna Hephaistos Private Investments S.C.A. SICAV-RAIF. This investment, part of the InvestEU Defence Equity Facility, marks a significant step as the first private credit fund in Europe designed exclusively to finance small and medium-sized enterprises (SMEs) and midcaps in the defence sector.
According to Cyprus News Agency, this initiative responds to the escalating security demands following the conflict in Ukraine and the broader geopolitical instability, which have underscored vulnerabilities within the European defence supply chain. Many SMEs and midcaps, which provide essential components and technologies, often lack sufficient access to bank financing. The fund aims to bridge this gap by offering bespoke debt solutions, thereby enabling these companies to enhance production capabilities, build inventories, and support industry consolidation.
The fund’s initial closing witnessed strong interest from institutional investors, with EIF serving as the cornerstone investor. This investment is aligned with the EU’s strategic objective of bolstering Europe’s security, sovereignty, and defence capabilities by enhancing financing access for key suppliers within the European defence value chain. Through this, the fund is expected to alleviate supply chain bottlenecks, contributing to the scaling up of European defence production and reinforcing the continent’s strategic autonomy.
The European Investment Fund, part of the European Investment Bank Group, has a core mission to support Europe’s micro, small, and medium-sized businesses by facilitating access to finance. Under the InvestEU Programme, EIF manages several mandates for the European Commission, including the Defence Equity Facility, which is a EUR 175 million instrument aimed at supporting private funds invested in defence technologies. This facility is sponsored by the European Defence Fund, which is committed to strengthening the European defence technological and industrial base through support for defence research and development.
Sienna Hephaistos Private Investments, structured as a Luxembourg SCA SICAV-RAIF, provides private debt financing to SMEs and small midcaps throughout the European defence value chain. It addresses critical supply chain bottlenecks and supports industry growth amidst increasing European defence expenditure.
