EU Report Highlights Turkey’s Stance on Cyprus and Bilateral Relations

Brussels:A European Commission report has highlighted Turkey's continued refusal to recognize and cooperate with the Republic of Cyprus, advocating a two-state solution contrary to UN Security Council resolutions. The report emphasizes the importance of Turkey reaffirming its commitment to Cyprus talks and avoiding unilateral actions that could escalate tensions.

According to Cyprus News Agency, the European Commission's 2026 Report on Turkey, part of the enlargement package, criticizes Turkey for not fulfilling its obligations under various EU agreements and for its actions in the Eastern Mediterranean. The report notes Turkey's unauthorized agreements with the so-called 'Turkish Republic of Northern Cyprus' and military activities in Cyprus, which exacerbate tensions.

Enlargement Commissioner Marta Kos presented the report, noting Turkey's "deterioration in the rule of law" and the stagnation of EU accession negotiations. Despite issues, the report acknowledges intensified EU-Turkey cooperation in areas like regional security and trade. The EU remains committed to resolving the Cyprus issue within the UN framework, urging Turkey to comply with UNSC resolutions and avoid actions that hinder talks.

The report also addresses Turkey's relations with Greece, noting improved bilateral ties but continued violations of Greek airspace and territorial waters. Concerns about Turkey's policies in the Aegean and Eastern Mediterranean, including the controversial Turkey-Libya maritime agreement, are highlighted.

Domestically, the report raises concerns about Turkey's democratic institutions and press freedom, citing the detention of political figures and media restrictions. On migration, the EU-Turkey Statement continues to be effective, with Turkey hosting 2.3 million refugees and receiving EU financial support.

Economically, Turkey is recognized as an advanced market economy with high inflation and significant trade with the EU. The report calls for Turkey to address outstanding visa liberalization benchmarks and discriminatory policies against Cyprus nationals.
