Cyprus’ Interior Minister Presents Housing Strategy at UNECE Meeting in Geneva

Nicosia: Cyprus’ Interior Minister, Constantinos Ioannou, unveiled the nation’s comprehensive housing policy at the United Nations Economic Commission for Europe (UNECE) meeting focused on Affordable and Sustainable Housing. The meeting was held at the Palais des Nations in Geneva and attended by UNECE Director-General, ministers, and officials from various European countries.

According to Cyprus News Agency, the discussions emphasized the challenges and strategic priorities related to housing affordability and sustainability. Member states presented their strategic policies and actions aimed at ensuring citizens have access to affordable and sustainable housing. Ioannou highlighted that recent economic, social, and environmental crises have exacerbated the challenges of providing affordable housing. Many states, including Cyprus, face issues such as rising housing costs, scarce affordable housing supply, and a growing gap between household incomes and market prices.

Ioannou detailed the specific housing challenges in Cyprus, noting that increasing construction costs, limited housing stock, and financing difficulties for middle and low-income citizens have intensified the issue. He explained that the government has implemented targeted plans to increase housing stock and facilitate access to housing. These plans include Urban Incentives, ‘Build to Rent,’ and the ‘Renovate-Rent’ Plan.

He further mentioned measures like expedited licensing procedures to streamline urban and building permit processes, targeted support for young people and families up to 41 years old, and specialized housing plans for rural and mountainous areas. Ioannou reaffirmed Cyprus’ commitment to tackling the housing challenge, declaring affordable housing a priority for the Cyprus Presidency of the Council of the European Union in early 2026.

The meeting concluded with the approval of a text committing to actions that ensure affordable and sustainable housing options, as noted in the press release.
