Clear Parameters Needed for Third-Countries Participation in EU Defence Research Programs, Damianou Says

Brussels: Cyprus’ Deputy Minister of Research, Innovation, and Digital Policy, Nicodemos Damianou has emphasized the necessity for “clear parameters and criteria for the participation of third countries” in EU-funded dual-use and defence technology programs. He made these statements upon his arrival at the EU Competitiveness Council meeting on research issues in Brussels, highlighting the importance of establishing guidelines, especially for countries with histories of countering the strategic interests of EU member states.

According to Cyprus News Agency, Damianou focused on the new framework program’s provisions for supporting dual-use and defense technologies. While Cyprus supports this direction, he underlined the need for clear parameters and participation criteria for third countries. Damianou emphasized that this moment is crucial for Europe, as the discussions and decisions will impact the continent’s ability to innovate, stay competitive, and transform research outcomes into tangible benefits for citizens and economies.

Damianou further explained the Council’s adoption of conclusions on the EU Start-Up and Scale-Up Strategy, marking a significant step for retaining talent and innovative start-ups in Europe. Cyprus is prepared to advance the implementation of this strategy during its upcoming Presidency. Additionally, the Council’s endorsement of the EU Life Sciences Strategy aligns with several national priorities, including biotech, agritech, energitech, biobanks, and sustainable food systems.

At the policy debate level, discussions centered on a new approach to research and technology infrastructures, crucial in areas like artificial intelligence, high-performance computing, and semiconductors. Damianou advocated for stronger coordination and increased accessibility, especially for SMEs and start-ups.
