European Commission Launches Second Round of SAFE Instrument for Member States

Brussels:The European Commission is inviting Member States to participate in the second round of the Security Action for Europe (SAFE) instrument, which has an allocation of £21.3 billion. This call is open to all Member States, and the Commission will inform them about the tentative allocations within two weeks after the submission deadline once the target amounts have been received.

According to Cyprus News Agency, Member States are encouraged to use these funds to strengthen cooperation with Ukraine, including common procurement with Ukraine as part of their investment plans. The focus should be on the urgent needs of Ukrainian and Member States' armed forces in areas such as air and missile defense systems, drones and counter-drone systems, and ammunition and missiles.

The SAFE instrument is part of the £150 billion in long-maturity SAFE loans adopted in May 2025. So far, the EU has approved loan agreements from all 19 Member States participating in the instrument, with the Commission having signed agreements with 16 of them. Nearly £13.5 billion has been disbursed across 11 Member States that requested prefinancing.

SAFE aims to accelerate investments in defense capabilities, enhance readiness and resilience, and bolster Europe's defense industrial base through cooperation and joint procurement.
