President expects UN to include Guterres framework, as clarified by the UNSG, in the terms of reference, Spokesman says

The President of the Republic expects the United Nations, and has stressed that to UNSGs envoy Jane Holl Lute, to include in the terms of reference (for the resumption of the Cyprus talks) the exact Guterres framework, i.e the six parameters as suggested by the UN Secretary-General and not as they may be attributed in other texts, notes or versions, Government Spokesman Prodromos Prodromou has said, adding that what must be included in the terms of reference is the exact proposal of Antonio Guterres, as it was finally clarified with his own comments, on the 4th of July 2017.

The Spokesman also stressed that the Greek Cypriot sides position is that the Cyprus negotiations must resume from the point they were interrupted, in Crans Montana in 2017.

Thus, he continued, the Guterres framework is a very substantive part of the terms of reference. He clarifed that by that he means the framework, ie the six parametres, as proposed verbally by the UNSG on the 30th of June and not the intepretation of the framework through any notes of someone else, nor a page that some are circulating and which is notes that were presented on July 2, 2017.

What is to be included in the terms of reference is in itself the exact proposal of the UNSG as it was finally explained in his own comments on 4 July 2017, the Spokesman said, adding that on that day, former UNSGs special advisor for Cyprus Espen Barth Eide had conveyed the clarifications given to him by Guterres himself.

He reiterated that the UNSG has proposed the replacement of the Treaty of Guarantee, which should be abolished, by a modern multilateral security system for Cyprus, he recommended the drastic withdrawal of the occupying troops from the first day and then, through an agreed timetable, the completion of the withdrawal and the maintenance of the units as determined in1960s, as well as that there should be discussion where, when, and under which conditions there should be the need for a positive vote. He added that it is well known that there was a specific reference by the UNSG to the territorial readjustments, that have to include the Morphou area.

Prodromou was replying to a question by a journalist who invited him to comment on a statement made by the spokesman of the Turkish Cypriot leader, who said that the Guterres framework is that of the 30th of June and that there was no meeting on the 4th of July, 2017.

The Spokesman said that the fact that there was a meeting on the 4th of July is confirmed by the UN minutes.
