Deposits and loans record net drop in January, according to CBC

Deposits and loans recorded a net decrease this January, according to data published by the Central Bank of Cyprus on Tuesday.

Total deposits in January 2023 recorded a net decrease of €583.8 million, compared with a net increase of €586.3 million in December 2022. The annual growth rate stood at -0.1%, compared with 0.4% in December 2022. The outstanding amount of deposits reached €51.5 billion in January 2023.

Total loans in January 2023 recorded a net decrease of €93.2 million, compared with a net increase of €92.1 million in December 2022. The annual growth rate stood at -0.9%, compared with -0.2% in December 2022. The outstanding amount of total loans reached €26 billion in January 2023.

House President receives newly-elected and outgoing President ahead of investiture ceremony

Newly elected President Nikos Christodoulides and outgoing President Nicos Anastasiades were received on Tuesday morning by House President Annita Demetriou at her office, before proceeding to the plenary chamber for the investiture ceremony of the new President.

Welcoming the new President, the House President assured him that the parliament will always be by his side and will cooperate with him for the benefit of Cyprus and its citizens.

Christodoulides thanked Demetriou, assured her that they will cooperate for the benefit of the country and said he looked forward to cooperating with the Parliament.

Demetriou also thanked the outgoing President Nicos Anastasiades for everything he has offered, as well as for the collaboration they had.

President Anastasiades thanked Demetriou and the House of Representatives, which as he said has served for 32 years.

He added that he will always remember the experience he gained in parliament, the positive and the negative experiences.

Anastasides congratulated warmly the newly elected President “the beloved Nikos Christodoulides, my partner Nikos Christodoulides” and wished the new members of the Government every success, since as he said that with every success of the Government, in cooperation with the Parliament, there will be better days for Cyprus.

He warmly thanked the Parliament because, as he said, in the decade he has served as President of the Republic, “without the support of all the political parties, there would not have been the good outcomes recorded”.

Demetriou assured Anastasiades that the Parliament will continue the cooperation with the new President of the Republic and said that the Parliament will continue to fulfill its role, through partnerships, building for the benefit of the country.

“What the people need is hope and hope comes through cooperation and mutual understanding”, concluded the outgoing President of the Republic.

Demetriou offered President Anastasiades, as a farewell gift, the emblem of the House of Representatives.

Criticism is welcome because it makes us better, says new President

Criticism from the political parties, society and the media is welcome because it helps us become better and we are here to listen and respond to it, new President Nikos Christodoulides said Tuesday, when asked about the comments on the composition of the new Council of Ministers.

In statements to the press departing the Parliament after the sworn-in ceremony, the President said he would do everything possible to meet the expectations of the people and that both he and his associates would be judged by their work.

Christodoulides said that the new government assumes duties immediately, on the basis of a clear plan and strategy. The President said that he looks forward to a very close cooperation with the Parliament and he is optimistic about this cooperation.

Replying to a question about the participation of women in his new Cabinet and not meeting an equal representation as he promised before the elections and the appointment of people who served before as Ministers, he replied that the criticism is welcome and that he does not think criticism is a negative thing, on the contrary it helps them improve.

President Christodoulides said that yesterday he announced the appointment of 25 Ministers and other officials, 14 men and 11 women from all districts of Cyprus, as he had promised.

He said that there is the participation of two former Ministers who did not serve in the outgoing Cabinet, one being Makis Keravnos as Finance Minister and Constantinos Ioannou as Interior Minister.

Christodoulides said that the appointment of Keravnos is sending the message of the importance of steadiness in the economy. He added that Ioannou successfully implemented the great reform of the National Health Service and is now called upon as Minister of Interior to implement another, very important reform.

He added that not only Ministers will be called to implement the government work but other officials as well and that this the first time in the history of the Republic of Cyprus that there is such a representation of women.

He said that it is up to the leaders of parties who supported him to reply to questions about a disapproval they have for the composition of the new government scheme, adding that all will be judged by their work.

Christodoulides replied “all in due time” when asked if he will move to the Presidential Palace. He also said that his political office will no longer be in operation because of lack of time.

General Government records surplus of €609.5 mn in 2022, equal to 2.3% of GDP

General Government preliminary fiscal results published by the Statistical Service of Cyprus on Tuesday, indicate a surplus of €609.5 mn, equal to 2.3% of GDP, for the period of January-December 2022, compared to a deficit of €402.8 mn or 1.7% of GDP, that was recorded during the period of January-December 2021.

Total expenditure increased 4.1% by €424.2 mn in 2022 and amounted to €10,766.7 mn, compared to €10,342.6 mn in the corresponding period of 2021.

In detail, social benefits increased by 11.3% or €434.4 mn and amounted to €4,275.2 mn, compared to €3,840.8 mn in 2021. Compensation of employees (including imputed social contributions and pensions of civil servants) increased by 4.7% or €142.4 mn and amounted to €3,147.5 mn, compared to €3,005.1 mn in 2021. Intermediate consumption increased by 16% or €167 mn and amounted to €1,211.2 mn, compared to €1,044.2 mn in 2021. Current transfers increased by 7.8% or €47 mn and amounted to €652.7 mn, compared to €605.7 mn in 2021.

The capital account increased 13.3% by €109.4 mn and amounted to €931.5 mn, compared to €822.1 mn in 2021. In detail, gross capital formation increased 9.1% by €57.9 mn and amounted to €694.6 mn, compared to €636.7 mn in 2021 and other capital expenditure increased 27.8% by €51.5 mn and amounted to €236.9 mn, compared to €185.4 mn in 2021.

On the contrary, subsidies decreased by 75.8% or €443.6 mn to €141.6 mn, from €585.2 mn in 2021. Interest payable fell by 7.4% or €32.4 mn to €407 mn, down from €439.4 mn in 2021.

Total revenue increased by 14.5% or €1,436.5 mn and amounted to €11,376.2 mn, compared to €9,939.7 mn in the corresponding period 2021.

In detail, taxes on production and imports increased by 16.9% or €572.3 mn and amounted to €3,960.6 mn, compared to €3,388.3 mn in 2021, of which net VAT revenue increased by 22.4% or €489.3 mn and amounted to €2,671 mn, compared to €2,181.7 mn in 2021. Revenue from taxes on income and wealth increased by 15.5% or €387.1 mn and amounted to €2,876.7 mn, compared to €2,489.6 mn in 2021. Social contributions increased by 14.3% or €388.5 mn and amounted to €3,112.7 mn, compared to €2,724.2 mn in 2021. Revenue from the sale of goods and services increased by 18% or €119.4 mn and amounted to €783.9 mn, compared to €664.5 mn in 2021. Property income increased by 2.1% or €2.3 mn and amounted to €113.6 mn, from €111.3 mn in 2021.

On the contrary, current transfers decreased by 6.5% or €17 mn to €243.6 mn, from €260.6 mn in 2021. Capital transfers decreased by 5.3% or €16.1 mn to €285.1 mn, from €301.2 mn in 2021.

Index of Industrial Output Prices up by 17% in January

The Index of Industrial Output Prices for January 2023 reached 136.3 units (base 2015=100), recording an increase of 17%, compared to the same month of 2022, according to data published by the Statistical Service of Cyprus on Tuesday.

Compared to the corresponding month of the previous year, an increase was recorded in the sectors of electricity supply by 36.6%, mining and quarrying by 18.2% and manufacturing by 12.2% and a decrease in the sector of water supply and materials recovery by 1.2%.

By division of economic activity in manufacturing, in January 2023 compared to the corresponding month of the previous year, increases were recorded in all economic activities. The most significant were observed in the manufacture of other non-metallic mineral products, which increased 21.2%, the manufacture of food products and beverages by 14.4%, the manufacture of wood and products of wood and cork, except furniture by 13.4%, the manufacture of paper and paper products and printing by 10.6%, the manufacture of basic metals and fabricated metal products by 9.9% and the manufacture of machinery and equipment, motor vehicles and other transport equipment by 8.8%.

Compared to December 2022 the index of industrial output prices recorded a decrease of 2.4% in January 2023. The index showed a rise in the sectors of mining and quarrying by 3.8% and manufacturing by 0.4%, while it showed a decrease in the sectors of electricity supply by 8.9% and water supply and materials recovery by 2.2%.

Commission launches €7.5 million calls to support the integration of Ukrainian SMEs in the Single Market

Today, the Commission is launching two calls for proposals under the joint title “ReadyForEU”, with a total budget of €7.5 million. The two calls aim at helping Ukrainian entrepreneurs and businesses to benefit from the Single Market. The calls are funded under the Single Market Programme and follow the recent agreement for Ukraine to join the programme, signed by President von der Leyen and Ukraine’s Prime Minister Denys Shmyhal on 2 February 2023.

The first call, the “Business Bridge”, with a budget of €4.5 million, will provide financial support to Ukrainian small and medium-sized companies (SMEs) affected by the war, in the form of vouchers to access services and participate in trade fairs in the EU.

The second call, the “Erasmus for Young Entrepreneurs – Ukraine”, with a budget of €3 million, will allow new Ukrainian entrepreneurs to gain business experience in other European countries.

The calls are open as of 28 February 2023 and Ukrainian businesses and entrepreneurs will be able to apply in the final quarter of this year.

Commissioner responsible for the Internal Market, Thierry Breton, said: “Europe is committed to supporting Ukraine’s successful integration in the Single Market. With today’s calls for proposals, we are offering tangible financial support for small Ukrainian businesses and entrepreneurs to build new partnerships with other European companies and expand into the EU.”

Global Gateway: EIB and European Commission sign agreement to boost private sector investments in African, Caribbean and Pacific countries

Today, the European Investment Bank (EIB) and the European Commission signed agreements for a total volume of €4 billion; consisting of a Guarantee Agreement that will mobilise up to €3.5 billion in lending and a €500 million Trust Fund contribution, to support businesses in African, Caribbean and Pacific (ACP) countries until 2027. The agreement marks an important step in rolling out the EU’s Global Gateway strategy and achieving development impact by enabling the EIB to enhance not only public but also private investments in key areas like digitalisation, climate and energy, transport, health in partner countries.

Today’s agreement consists of two parts. First, the Guarantee Agreement under European Fund for Sustainable Development Plus (EFSD+), established by the NDICI – Global Europe. It will enable the EIB to provide up to €3.5 billion loans on favourable terms to create jobs and opportunities, particularly for women and youth, and support green and digital transitions in EU partner countries, in line with Global Gateway. A pertinent example of how the resources will be used is the agreement signed by the EIB and the local banks CRDB, NMB and KCB-Tanzania last week at the EU-Tanzania Business Forum. Credit lines backed by the guarantee will unlock €270 million for the three Tanzanian local banks who will finance projects benefitting especially women and advancing the blue economy.

Another example is The Green African Agricultural Value Chain Facility. It provides financing to intermediaries across sub-Saharan Africa for on-lending to eligible small and medium-sized enterprises (SMEs) active in agri-food value chains. Average size of credit lines extended to local banks range from approximately €10-25 million.

Second, an EU contribution of €500 million to the ACP Trust Fund, established and managed by the EIB, to enable high impact operations, which would otherwise not be possible. It will support, for example, small renewable energy power plants in areas with no grid connection. These will enable autonomous electricity supply, improve people’s livelihoods, and decrease dependency from fossil fuels and rising energy prices.

The agreement adds to the €26.7 billion Guarantee Agreement for public lending that the EU and the EIB signed in May 2022. New public investments rolling out Global Gateway are already underway. This includes for example an EU-covered EIB loan on urban mobility for Senegal, signed separately at the EIB Forum as part of the Team Europe Initiative on Green Economy in Senegal, which seeks to support sustainable and digital cities, as well as strengthen and modernise public transport in Dakar. This action illustrates European investments in the Dakar-Abidjan strategic corridor with the aim of consolidating economic exchanges in the region, strengthen regional integration and boosting sustainable growth.

Background

Today’s Guarantee Agreement is signed in the framework of the European Fund for Sustainable Development Plus (EFSD+). It is part of the EU’s investment framework for external action and ensures worldwide coverage for blending, guarantees and other financial operations. It is included in the EU’s long-term budget programme for external action – the NDICI-Global Europe. The EFSD+ Operational Board has been established under this budget programme.

EFSD+ is raising financial resources for sustainable and inclusive economic development from the private sector. It supports investment in partner countries to promote decent job creation, strengthen public and private infrastructure, foster renewable energy and sustainable agriculture, and support the digital economy.

The guarantees the instrument provides are used for de-risking activities and leveraging private investment, working together with the European Investment Bank (EIB) and other European financial institutions.

The EFSD+ guarantees are offered on favourable, highly competitive terms. They allow investors to finance projects in more challenging markets, by assuming the risks of more unstable environments while avoiding market distortions. Because the EFSD+ covers a share of the risks, the EU’s development finance partners can match the EFSD+ guarantees with their own resources, which in turn will attract additional investors. The instrument has €40 billion in guarantee capacity.

The investment programmes are implemented through two main paths:

In a partnership with the EIB, the EU is providing a €26.7 billion guarantee for financing to support investments in sectors such as clean energy, green infrastructure and health. The guarantee will have a maximum impact on Global Gateway investments in partner countries where sovereign and other public sector risks are still a major bottleneck. Today’s agreement on a dedicated EU guarantee and Trust Fund contribution for private sector operations in ACP countries is an addition to make a bigger overall impact.

Under the EFSD+ open architecture, the EU is providing an up to €13 billion guarantee cover until 2027. This will be deployed by a range of implementing partners, i.e. International Financial Institutions (including the EIB) and European development finance institutions aiming to mobilise private investments in support of our partner countries achieving the SDGs. In December 2022, the Operational Board of the EFSD+ gave a positive opinion to €6.05 billion in financial guarantees to support 40 investment programmes in Sub-Saharan Africa, Latin American and Asia Pacific, which is the first allocation under EFSD+ Open Architecture programme.

Antitrust: Commission sends Statement of Objections to Apple clarifying concerns over App Store rules for music streaming providers

The European Commission has sent a Statement of Objections to Apple clarifying its concerns over App Store rules for music streaming providers.

This procedural step follows the Commission’s Statement of Objections which outlined the Commission’s preliminary view that Apple abused its dominant position by: (i) imposing its own in-app purchase payment technology on music streaming app developers (‘IAP obligation’), and (ii) restricting app developers’ ability to inform iPhone and iPad users of alternative music subscription services (‘anti-steering obligations’).

Today’s Statement of Objections clarifies that the Commission does no longer take a position as to the legality of the IAP obligation for the purposes of this antitrust investigation but rather focuses on the contractual restrictions that Apple imposed on app developers which prevent them from informing iPhone and iPad users of alternative music subscription options at lower prices outside of the app and to effectively choose those.

The Commission takes the preliminary view that Apple’s anti-steering obligations are unfair trading conditions in breach of Article 102 of the Treaty on the Functioning of the European Union (‘TFEU’).

In particular, the Commission is concerned that the anti-steering obligations imposed by Apple on music streaming app developers prevent those developers from informing consumers about where and how to subscribe to streaming services at lower prices. These anti-steering obligations: (i) are neither necessary nor proportionate for the provision of the App Store on iPhones and iPads; (ii) are detrimental to users of music streaming services on Apple’s mobile devices who may end up paying more; and (iii) negatively affect the interests of music streaming app developers by limiting effective consumer choice.

Procedural background

Article 102 of the TFEU prohibits the abuse of a dominant position. The implementation of these provisions is defined in the Antitrust Regulation (Council Regulation No 1/2003), which can also be applied by the national competition authorities.

In June 2020, the Commission opened formal proceedings into Apple’s rules for app developers on the distribution of apps via the App Store. In April 2021, the Commission sent Apple a Statement of Objections to which Apple responded in September 2021.

Today’s Statement of Objections, by clarifying the Commission’s objections, replaces the 2021 Statement of Objections.

In a Statement of Objections the Commission informs the parties concerned in writing of the objections raised against them. The addressees can examine the documents in the Commission’s investigation file, reply in writing and request an oral hearing to present their comments on the case before representatives of the Commission and national competition authorities. Sending a further Statement of Objections does not prejudge the outcome of the investigations.

If the Commission concludes, after the company has exercised its rights of defence, that there is sufficient evidence of an infringement, it can adopt a decision prohibiting the conduct and imposing a fine of up to 10% of the company’s annual worldwide turnover.

There is no legal deadline for bringing an antitrust investigation to an end. The duration of an antitrust investigation depends on a number of factors, including the complexity of the case, the extent to which the undertakings concerned cooperate with the Commission and the exercise of the rights of defence.

Antitrust: Commission closes initial antitrust investigation into Coca-Cola and its bottlers

The European Commission has decided to close its preliminary investigation into potential anticompetitive practices by The Coca-Cola Company and its bottlers, Coca-Cola Europacific Partners and Coca-Cola Hellenic.

The Commission had concerns that Coca-Cola and its bottlers could have abused their dominant position by granting a series of conditional rebates to retailers in a number of Member States with the objective of foreclosing the entry or hindering the expansion of new drinks into the market.

Today’s decision to end the preliminary investigation is based on a thorough analysis and careful assessment of all the available relevant evidence, including information received from Coca-Cola, its bottlers, retailers and competitors. Based on the evidence collected, the Commission has concluded that there is insufficient ground to further pursue the investigation.

The closure of the investigation is not a finding that the conduct in question complies with EU competition rules. The Commission will continue to monitor business practices in Europe’s fast-moving consumer goods markets, including in the food and beverages sectors, to ensure affordability, choice and innovation in the sector.­­­

India: High Representative to travel to attend the G20 meetings and the Raisina Dialogue

From 1 to 4 March, High Representative/Vice-President Josep Borrell will be in New Delhi, to attend the G20 Foreign Ministers meetings held in the framework of India’s G20 Presidency, and to participate in the Raisina Dialogue.

On Wednesday, 1 March, High Representative/Vice-President Borrell will deliver a speech at the CII Business Conclave during the plenary on “India-Europe: Partners for future growth” at 10:00 CET (14:30 IST).

High Representative/Vice-President Borrell will meet the Minister of External Affairs Subrahmanyam Jaishankar. On the agenda will be the bilateral aspects of the strategic partnership and a range of regional and international security issues, both in Europe and in Asia.

On Thursday, 2 March, High Representative/Vice-President Borrell will participate in the G20 Foreign Ministers meeting. India’s G20 Presidency takes place under the theme “One Earth • One Family • One Future” (Vasudhaiva Kutumbakam) with more than 200 events around the country.

As Russia’s war against Ukraine marks its one-year anniversary, the High Representative will convey a strong message on Russia’s blatant violation of international law and the UN Charter, and its global consequences, in particular on energy and food insecurity, but also on the importance of a stronger multilateralism system, fit for the future, as well as the crucial need to speed up the green transition to address the existential threats of climate change and biodiversity loss globally. The High Representative will also focus on threats enabled by new technologies, such as disinformation and cybersecurity.

On Friday, 3 March, High Representative/Vice-President Borrell will participate in the Raisina Dialogue at the session “The New High Table: Realigning the G20 in a changing world”. The High Representative’s intervention will be available on Europe by Satellite (EbS).

During his visit, High Representative Borrell will have bilateral meetings with his counterparts from different continents, to discuss regional and bilateral issues.

Commissioner Várhelyi in Serbia to attend a ceremony on the Corridor X railway project and to discuss priorities under EU accession negotiations

Commissioner for Neighbourhood and Enlargement Olivér Várhelyi will be in Serbia today to announce a €2.2 billion financial package that will enable a substantial modernisation of the railway tracks of Corridor X.

The Corridor X railway project is one of the Economic and Investment Plan flagship investments, connecting the region with the EU via Croatia, through Belgrade and further to Niš, Skopje and Greece. The project will contribute to the modernisation of the railways in Serbia and improve Serbia’s connectivity with other European rail networks. It is part of the EU’s €30 billion Economic and Investment Plan for the Western Balkans which aims to mobilise investments in the areas of transport, energy, green and digital transition, to create sustainable growth and jobs.

An EU grant of up to €600 million is foreseen for this project. Out of this, €265 million has been already approved so far for the Belgrade – Niš fast railway that will allow to travel between the two cities with the speed of up to 200 km / h and in around 100 minutes. The rest of the package consists of a €1.1 billion loan from the EIB and a €550 million EBRD loan.

During his visit, Commissioner Várhelyi will meet President Aleksandar Vucic, Prime Minister Ana Brnabic, Minister of European Integration Tanja Mišcevic, and Minister of Interior Bratislav Gašic to discuss accession negotiations priorities, in particular in the rule of law area, and cooperation in the areas of sustainable connectivity, energy, and migration.

The Commissioner will also discuss the EU support to Serbia to face the current energy crisis following the recent signature of the €165 million budget support to help mitigate the energy prices amongst vulnerable households and SMEs under the €1 billion Energy Support Package for the Western Balkans.

The new President of the Republic of Cyprus, Nikos Christodoulides, said on Tuesday, that he is looking forward and he will work to improve the life of the citizens and make them happier and proud, not only because they deserve it but also because this will enhance Cyprus’ position as regards all of its major pursuits, underlining that his government’s priorities are people-oriented.

In his speech after taking an investiture oath at the parliament, and referring to the Cyprus problem, Christodoulides also said that his top priority is to solve it within the agreed framework, so that Cyprus will become a reunited, free, modern, European state, a common homeland with prosperity and security for all of its legal citizens, without any discrimination.

Christodoulides stressed that he is ready to undertake the country’s governance, adding that he is aware that he need to be fully devoted to the state, its institutions, the citizens and the broader public interest on the basis of the Constitution and the laws.

He noted that he is aware of the work that he aims to have fulfilled once his term comes to an end. “I will be happy if by modernizing the laws, the structures and the services we will be able to comprehensively combat corruption, favouritism and nepotism,” he added

He assured that in the framework of his vision for the Cyprus of tomorrow the role of the House of Representatives as the advocate of the public interest will be fully respected, adding that he will do his utmost for an excellent cooperation between the government and the parliament.

I don’t have the magic wand for immediate solutions,” he noted, adding however that he has a sincere political will, a plan and will work methodically, steadily and hard.

He assured that he will work taking into consideration the public interest and that he will be the President of all Cypriots. Moreover, he noted that “we have responsibility to reinforce our state, for a Cyprus that will prospect to the benefit of all of its citizens.

Christodoulides said that “we all have to acknowledge that the outgoing President, Nicos Anastasiades, successfully responded to the great challenge of Cyprus economic recovery, adding that for himself one of the main tasks is to achieve modernization, transparency, accountability, prosperity, hope and prospects for all of the citizens.

The new President said that his top priority is to solve the Cyprus problem within the agreed framework, so that Cyprus will become a reunited, free, modern, European state, a common homeland prosperous and secure for all of its legal citizens, without any discrimination.

He acknowledges the difficulties due to the Turkish positions and referred to his first informal meeting with Turkish Cypriot leader, Ersin Tatar, to whom he conveyed the position that the current state of affairs cannot be the settlement of the Cyprus problem and that he will do his utmost to create the preconditions for the resumption of the dialogue on the basis of the agreed framework aiming at a bizonal, bicommunal federation settlement.

He went on to say that within the next days he will undertake initiatives with a view to break the deadlock for EU involvement at the highest level, within the framework of the UNSG’s good offices.

He sent the message to Turkish Cypriots that “we are pursuing a settlement that will serve the rights of all Cypriots” with a view to live peacefully in a common homeland. Christodoulides also said that with the settlement of the Cyprus problem the Republic of Cyprus will evolve “to our common home within the big European family.”

He noted that he will soon call for a meeting of the National Council to express before the political leaders his thoughts on how to modernize and upgrade its operation.

As regards the cooperation with the parliament he noted that they need to work collectively with a view to achieve the required reforms in all key sectors to the benefit of the people.

He assured of his sincere will for a productive cooperation at all levels both as regards the smooth operation of the state and defending Cyprus and its people’s rights at the international level.

President Christodoulides referred to a series of new practices that he is willing to implement as President of the Republic, noting, inter alia, that every year he will present to the parliament the legislative programme of his government and will take stock of the legislative work that was carried out the year before.

He also said that the Ministers will act accordingly in close cooperation with the Presidents and the members of the respective parliamentary committees.

Moreover, he said that he intends to establish the soonest possible at the Presidency an Internal Audit and Conduct Unit.

Referring to the war in Ukraine, Christodoulides said that “we unreservedly stand with our partners by the suffering people of Ukraine, adding that this is what justice and our conscience dictate.

The new President said that Cyprus’ EU membership determines its foreign policy orientation and Cyprus pursues to be a reliable and creative partner with a substantive contribution to the European affairs.

He went on to say that “we will pursue to further deepen our relations with all neighbouring countries, while we will invest even more to developing our ties with the US and we will certainly work creatively with important actors in Asia.”

Christodoulides referred to the very close relations with Greece, which, as he said, is Cyprus closest and selfless ally, adding that he intends to further tighten these relations at all levels. He recalled that in March he will meet with the Greek Premier, as his first official visit abroad will take place to Greece.

Referring to the economy, Christodoulides said that his government will continue to build on what has been achieved by the outgoing government, safeguarding the fiscal discipline, adding that “our aim is to improve social cohesion and growth”

Moreover, he said that a crucial tool of the economy is to continue structural reforms and to full absorb European funds for the green and digital transition.

As regards the energy sector, Christodoulides said that the Republic of Cyprus will develop and implement its energy programme on the basis of its sovereign rights, adding that the country’s energy plans are not against anyone and more specifically Turkey.

“Cyprus is being recognized internationally as a factor of security and stability in the Eastern Mediterranean region. It maintains excellent relations with all countries of the region and Turkey could have a position in all this,” he added.

He went on to say that for this to happen Turkey must show the required will, respect the international law and respond to its obligations vis-à-vis the Republic of Cyprus that constitute obligations vis-à-vis the EU as well.

As regards the migration issue, the new President said that “our effort will focus on accelerating the process of examining the asylum applications” so that more immigrants are returned back to their countries.

He noted the fact that Turkey has been instrumentalizing human pain and that Cyprus is an attractive destination for immigrants, adding that “we will try to change this, with respect to all our international obligations.”

Researchers use drone to measure black carbon levels in the atmosphere in Nicosia

Unmanned Systems Research Laboratory (USRL) researchers of the Cyprus Institute performed an intensive drone campaign last January, to measure the concentration of black carbon (BC) emitted in the Nicosia urban area. The campaign took place at Athalassa Park in Nicosia, aiming to capture the vertical dispersion of pollution, from the surface up to an altitude of 1,000 meters, according to an announcement by the Institute.

The Institute notes that the location of the field campaign in Athalassa Park is downwind of Nicosia, and allows for the better capture of a pollution mix representative of the city. This information will be used to define the constraints on chemistry transport models developed by the Climate and Atmosphere Research Centre (CARE-C) for predicting air quality in Cyprus.

Black carbon, also known as soot, is made of fine particles generated by inefficient combustion, and it is thought to be increasingly linked to heart and lung diseases. In addition, it is one of the main light-absorbing species and plays a substantial role in warming the atmosphere. It can be emitted by traffic emissions, especially from diesel vehicle exhaust, and also from domestic fireplaces, especially in the evening when domestic heating is mostly used.

The researchers used a high-performance multi-copter Unmanned Aerial Vehicle (UAV). A novel, miniaturized sensor called an aethalometer was integrated into the UAV. This sensor enables the detection and quantification of the BC emitted by both road vehicles and domestic heating, and also allows for distinguishing the sources. A dense profiling of the atmosphere was performed with a total of 17 scientific flights, which permitted to capture the evolution throughout the day, including the morning traffic peak and the evening wood combustion.

This experiment was an innovative method to infer the concentration of pollutants not only at the surface (where it is routinely monitored) but also at higher altitudes. Regular monitoring of pollutant levels in the upper atmosphere will contribute to a better understanding of the island’s air quality, thus helping policy-makers design sound environmental regulations.

The campaign was conducted within the framework of the Assessment of Climate Change Effects on Pollution Transport in Cyprus (ACCEPT) funded by European Economic Area (EEA) and Norway Grants.

Francophonie Month to kick off March 1, Education Minister says

Cyprus will celebrate the Francophonie Month 2023, Minister of Education, Sports and Youth, Prodromos Prodromou said Tuesday during a press conference held at the Ministry of Education.

Prodromou referred to the importance and usefulness of the French language and the ecumenical values it promotes. “We are celebrating a language of international scope, in the context of promoting multilingualism,” he said.

The ambassadors of France, Greece, Switzerland and Lebanon referred to the educational and entertainment value of the Francophonie Month as well as its wider importance as a means of strengthening cooperation, solidarity, dialogue and cultural exchanges, while Deputy Minister of Culture, Yiannis Toumazis in a speech read out by an officer of the Deputy Ministry described the main events included in the programme of the Month.

The events of the International Francophonie Month are organized by the French Embassy and the French Institute of Cyprus, in close cooperation with the Ministry of Education, Sports and Youth, the Ministry of Foreign Affairs, the Deputy Ministry of Culture, the University of Cyprus, as well as the Embassies and Consulates of the member countries of the International Organization of Francophonie based in Cyprus.

The events of the Francophone Month include competitions, lectures, debates, workshops, films, music, as well as gastronomy. The programme of events will kick off on March 1, 2023 and will run until March 31, 2023.
